Dit monument is ter nagedachtenis aan de tank-ontwerper Z.Y. Kotinu. De IS-3 is een Sovjet zware tank dat aan het einde van de Tweede Wereldoorlog voor het eerst werd geproduceerd. Tijdens deze oorlog werden er ongeveer 350 exemplaren gemaakt.
