Binnen het 1. Sjoforsvarsdistrikt bestond de belangrijkste luchtverdediging uit de Horten Luftvern, waarvan de 1. Flyavdelning het vliegende onderdeel vormde. Haar toestellen waren verdeeld over het Marinens Flystasjon Karljohansvern (Horten) en het Marinens Flystasjon Kristiansand.
